Tom Ruys is a legal scholar whose research focuses on aspects of public international law dealing with international peace and security. His research mainly deals with the law of armed conflict and collective security arrangements, with a particular focus on the customary boundaries of the right to self-defence. Other interests include issues concerning UN reform as well as UN-EU relations. Tom Ruys is a fulltime researcher at the Institute for International Law at the Catholic University of Leuven since 2004. (Ph.D. in preparation: 'An inquiry into the foundations of the unilateral use of force by States in public international law').
