Of Brazilian origin, André studied international relations by specializing in public international law. While pursuing the academic initiatives he drafted a work on the regulations of wars. André obtained a certificate of European politics at the Institut d'Études Politiques of Strasbourg. Finally, in 2008, he decided to join the training D.U. AHCI. He is at present in training course with the European interuniversity Center for human rights and democratization in Venise.
